Regarding Russia, the organization said that between the 13th and 14th of this month, in one of the many attacks launched by this country in recent weeks, a residential building was hit in kyiv, causing 24 people to die and dozens to be injured.
Regarding Ukraine, he explained that Its experts analyzed publicly available information indicating that the Ukrainian Armed Forces launched “a significant attack” a week later. against an educational complex in Starobilsk (in the Ukrainian territory occupied by Russia), when it was in operation.
The result was that numerous civilians died, including students and 18 women, the Human Rights Office said, without specifying the full number of victims.
In this context, the high commissioner for human rights, Volker Türk, warned of a possible worsening of the conflict amid Russia’s threats to further intensify attacks.
“He urged both sides to return to the negotiating table, to containment, to resume negotiations and to end the suffering.”said the UN Human Rights chief.
According to the entity he heads, in the first four months of 2026, the number of civilians killed or injured in Ukraine was 21 percent higher than in the same period of 2025 (815 dead and 4,174 injured in 2026, compared to 682 dead and 3,453 injured in 2025).
The vast majority of victims occurred in territory controlled by Ukraine.
Türk insisted that international humanitarian law requires that parties to the conflict take all possible precautions to avoid harm to the civilian population.and that this is not an easy suggestion or recommendation, but rather it is an obligation that, if not fulfilled, entails legal responsibility for those involved.
